Paul A. Serini, JD

President and Chief Executive Officer

     Paul A. Serini is a 1980 honors graduate of the University of Maryland, College Park. He received his juris doctor (JD) degree from the Columbus School of Law at Catholic University of America in 1983, where he continues to serve as an adjunct faculty member and lecturer.

     Serini has over 35 years of healthcare and law experience. Starting his career on Wall Street, Serini later became a partner at the Venable Law Firm in Washington, DC, and Baltimore, MD, and subsequently a founder and senior executive of multiple healthcare operating companies and a Washington, DC-based health policy consulting firm.

    Most recently Serini co-founded and served as Executive Vice President of XLHealth Corporation, a $2.5 billion Baltimore-based Medicare Advantage insurance plan focused on improving clinical care and reducing wasteful spending on chronically ill seniors.

   After XLHealth was acquired by United Health Group in 2011 (for $2.4 billion), Serini served as Chief of Government Relations & Health Policy for United Healthcare’s Medicare & Retirement division, until retiring in early 2013 to pursue blue water sailing, private investing and asset management, and a personal passion for philanthropy through The Helen J. Serini Foundation, a private non-profit organization focused on children’s issues and healthcare.

 

   Paul has three wonderful grown children and three grandchildren, and currently divides his time between Annapolis Maryland and the British Virgin Islands.

Lisa M. Clark
Managing Director, Family Office

  Lisa was born & raised in Baltimore (go Ravens, go O's) and currently resides in Glyndon Maryland. She has over 25 years of experience in corporate healthcare, started in the C-Suite office of HelixHealth's corporate headquarters in Lutherville (now MedStar, one of the largest hospital networks in the nation), as a marketing coordinator. She gained valuable experience in strategic planning, business development, health policy, and corporate governance/law as a marketing director for the physician network, HelixCare, from the mid to late 90's.

 

    For the next decade of Y2000, Lisa served the executive office & HQ of XLHealth Corporation in Baltimore as an executive administrator and assistant secretary to the board of directors, and played an integral role in closing one of the largest healthcare mergers & acquisitions in the nation between XLHealth and UnitedHealthGroup. 

 

  After the XLH/UHG, Ms. Clark continued as project manager of government relations & health policy for UnitedHealthCare’s Medicare & Retirement division for about a year before leaving to oversee daily activities and operations for SFPE.  Lisa also fulfills duties as vice president of SFP's private investment arm, SFP Capital Partners and serves as executive director and ex-officio board member of the Helen J. Serini Foundation, a private, grant-making, nonprofit foundation.

   Lisa has a soft spot for animals, but dogs & cats truly capture her heart. When not volunteering for the Baltimore Humane Society or playing with her own fur-kids, she enjoys swimming, kayaking, badminton, billiards, baking, and live bands while enjoying a refreshing hard cider. She lives with her husband, 2 dogs, and five independently-tanked piranhas, and plans to spend retirement on a small farm of chickens, mini donkeys, mini horses, goats, and as many senior & homeless dogs & cats as she can foster. Lisa's pride and joy is her adult son, her bonus daughter, and 2 adorable grandchildren.

Kerry A. McHugh

Director

     Kerry was born & raised in Annapolis, MD, land of crabs and Old Bay. She attended New York University and received a B.A. in History with minors in Sociology and English Literature in 2008.   Kerry's professional background began in marketing, working first with a niche publisher of military history titles and then for an advertising agency serving non-profit and government clients. 

 

    Kerry served as Program Officer for the Helen J. Serini Foundation from 2014 to 2025, and you will undoubtedly still hear her name mentioned often in the Maryland nonprofits circuit.  Kerry is a consultant to philanthropies and nonprofits, helping to reimagine the purpose and practice of evaluation in the philanthropic sector. Kerry speaks regularly about engaging the next generation of non-profit and philanthropic leaders.  She facilitates the annual Next Gen Fellows program at Exponent Philanthropy and co-founded the Emergent Philanthropy Affinity Group at the Maryland Philanthropy Network. Kerry lives in Frederick with her husband and two small children.
